Go on then. It's actually part of a large storage silo, on the site of some new buildings. I have no idea why they've made it the way it is, and as it's still fenced off I can't investigate.
Yes most unusual - almost as weird as some of my what-is-it pics - some great wild guesses on my open one but no-one close to the real answer.
